The Center for Accelerating Operational Efficiency (CAOE) is seeking full research proposals
The Center for Accelerating Operational Efficiency (CAOE), a Department of Homeland Security (DHS) Center of Excellence, is excited to announce the launch of its Broad Request for Proposals for the year 2025. As we endeavor to address pressing challenges within the Homeland Security Enterprise (HSE), we are reaching out to invite your participation in this collaborative initiative.
Proposals must be submitted by educational institutions, but collaboration with federal laboratories, industry partners, and nonprofit organizations is encouraged where appropriate to foster applicability to the HSE and transdisciplinary collaboration. CAOE leadership and DHS sponsors will conduct a formal review process including evaluation of scientific merit and relevance to the HSE to identify those for which funding will be considered. All proposals must be submitted through the CAOE grant application portal.
CAOE is seeking full research proposals that address issues and challenges identified by CAOE, DHS, or its federal partners. Please refer to page 5 of the CAOE Broad RFP 2025 for specific challenges provided for this competition. The primary goal of the proposal is to convey a comprehensive understanding of the identified problem area within the four thematic areas outlined below, demonstrate knowledge of prior research, identify knowledge/capability gaps, and propose innovative solutions.
